Devon Ramsay's North Carolina football career isn't over after all.
According to a ruling by the NCAA after reviewing new information sent to it from the school, Ramsay, a rising senior fullback, did not violate any rules and is immediately eligible to return to competition.
Ramsay was withheld from nine games last season due to his suspected involvement in one of two investigations into the school's football program.
"Devon's delighted and his mother is ecstatic," Robert Orr told the Associated Press. Orr, a former North Carolina Supreme Court judge had been advising the Ramsay family. "I have to say UNC has been really good about working with us. I think they recognized from the beginning that something was wrong here."
Orr had said a three-page paper written two years ago was in question. Minor revisions suggested by tutor Jennifer Wiley was the issue but Orr said Ramsay didn't remember whether he included some or any of the changes. Orr had said the student attorney general decided not to submit Ramsay's case to the honor court.
“We are delighted for Devon," said Dick Baddour, University of North Carolina Director of Athletics. "He is an outstanding young man and this is the right decision. Devon and his family never wavered in their belief that he did not commit a violation as we worked through this process. We appreciate the time and attention given to this case by the NCAA staff.”
A total of 14 players missed time during the 2010 season for allegedly receiving improper benefits from agents or improper academic help from a team tutor, but several were ultimately cleared of wrong doing.
Ramsay started four games in 2010 before being held out, totaling two catches for 15 yards and one touchdown reception in those contests.
Ramsay has one season of eligibility remaining.
